Can't buy new tires?

Starting wtih BF Goodrich, I've gone through all brands of tires this round through to Yokohama. Changing brands when I hit ~75% life. I've tried to buy new BF Goodrich - but when they are installed, I only have 74.9% life. What gives? How do I get new tires? Why am I reusing old ones?

Is this a bug or am I doing something wrong.

Once you re install, then it gives you the option to purchase new ones.

I was doing something wrong - didn't see the tiny "purchase" below "Installed".
